Dwell not working

I have a X move, then a dwell.

G0 X.65

G1 X.45 F50.

G4 F3.

G0 X.65

But the X move doesn't dwell, it will retract back to X.65 as if there is no G4 F3. there.

Any clue why?

G4 F3 is not a valid Gcode command.
