When I activate M08 or M07, I'm only getting ~.5VDC from my relay outputs, no matter which one I use. I'm using a 12V power supply, so I should be getting 12V right?

The relay outputs will give the -ve side of the output, so you will have to connect one side of the relay coil to +ve of your MASSO's power supply and the other side of the coil to the relay output on the MASSO and then it will work.
